Based on the James Bond film, Tomorrow Never Dies is a mission-based action game for the original PlayStation. You control Bond from a third-person view, moving through levels that follow the plot of the movie, from snowy exteriors to enemy facilities and urban locations. Objectives are listed before each mission and typically involve reaching a target area, retrieving items, disabling equipment or eliminating enemies, with gadgets provided for specific tasks. Combat uses a range of firearms with a lock-on aiming system, and some sections favour a quieter approach over open shooting. The campaign also breaks up the on-foot stages with vehicle sequences, including driving and skiing segments. Cutscenes and briefings between missions carry the story, and progression is linear from one assignment to the next.
